Arcadis is seeking an experienced EHS Manager to join the Project Management
Consultancy (PMC) team supporting a major hyperscale data center development in
Luxembourg. The EHS Manager will act as the client's representative, driving the
highest standards of Environmental, Health & Safety performance across all
phases of the project, from preconstruction through commissioning and handover.
The role requires strong leadership,
proactive risk management, and the ability to challenge contractors while
maintaining a collaborative and solutions-oriented approach. This position will
initially support the project remotely during the pre-construction
phase and transition to a full-time site-based role in Bissen, Luxembourg during
EHS Leadership & Governance
• Lead the implementation and safety culture across the project.
• Act as the primary EHS advisor to the client, team, contractors, and key

Construction Safety Management
• Review and challenge contractor Construction Phase Plans, RAMS, Method

Incident Management & Continuous Improvement
• Lead incident investigations and root cause analyses.
• Ensure corrective and preventive actions are implemented and closed out
• Monitor leading and lagging indicators and identify emerging trends.
• Share lessons learned and promote continuous improvement initiatives across

• Ensure environmental risks are identified and mitigated throughout the project
• Minimum 10 years of construction EHS experience.
• Previous experience on large-scale Data Center, Mission Critical, Industrial,
Pharmaceutical or Advanced Manufacturing projects.
• Experience managing multi-contractor construction environments.
• Strong knowledge of European construction safety regulations and industry
• Experience supporting commissioning and energization activities.
• Previous experience on hyperscale data center projects.
• Experience working for major developers and operators
• NEBOSH Diploma, NVQ Level 6, Prevention Advisor Level 1, or equivalent
• ISO 45001 and ISO 14001 knowledge.
